Felix Flores

Detective Felix Flores has been in Law Enforcement for over 35 years and has been employed with the Texas City Police Department since 1999. Detective Flores has earned over 3,139 hours of training with the Texas Commission of Law Enforcement and holds a Master Peace Officer Certification.
Detective Flores has training in Sexual Assault/Family Violence investigations and is a TCOLE certified Instructor. Detective Flores has worked as a Field Training Officer and Major Accident Investigator. Detective Flores has also successfully completed the FBI-LEEDA Trilogy and Developing Leaders for Texas Law Enforcement from the Texas Chief’s Association which is a clear example of his dedication to leadership training and the betterment of his department.
Detective Flores has proudly served the Texas City Police Department in many capacities, including but not limited to the Patrol Division, The Galveston County Narcotics Task Force, Galveston County Auto Crime Task Force, and the FBI Safe Street Task Force. Detective Flores has supervised many units including FIT TEAM, NARCS (Narcotics and Racketeering Crime Squad), CID (Criminal Investigation Division), and the Crime Scene Division.

Detective Jeff Winstead was honorably discharged from the United States Coast Guard in 1983 and has a total of 32 years of law enforcement experience. Detective Winstead joined the Texas City Police Department in 2012 with the patrol division. Detective Winstead has been assigned to the Criminal Investigations Division since 2017. Detective Winstead is currently assigned to the unsolved major crimes unit that investigates old homicides and other unsolved major crimes. Detective Winstead currently holds a Master Peace Officer Certification along with numerous specialized certificates of training.

Detective Berg started with the Texas City Police Department in the Jail in 2004 and transferred to Patrol in 2005. He has been a Detective since 2017. He holds a Master Peace Officer Certification. Detective Berg is a College of the Mainland Fighting Duck (2002) and a Sam Houston State University BearKat (2004). Detective Berg received his A.A.S. and B.S. in Criminal Justice and Psychology.
Detective Berg grew up in Texas City, graduating from Texas City High School in 1999. He is from a law enforcement family, where his Father and Uncle served the City of Texas City as Police Officers for over 50 years combined. Detective Berg is a husband and proud father of 4.

Detective Reynolds began his career in Law Enforcement with the Texas City Police Department in 2008. Detective Reynolds has completed over 3500 hours with the Texas Commission of Law Enforcement and holds a Master Peace Officer Certification. During his tenure at the Texas City Police Department, Detective Reynolds has completed extensive training, including but not limited to Mental Health Officer certification, Field Training Officer, and Basic Instructor, with specific attention to sexual violence investigations over his career as a detective.

Detective Esteban Gonzalez has been employed with the Texas City Police Department for 15 years. Detective Gonzalez started his career with the Texas City Police Department in 2008, working as a jailer. Detective Gonzalez worked in the Texas City Jail for approximately 3 years until 2011, at which time he graduated from the police academy and got hired on as a full-time Police Officer with the Texas City Police Department.
Detective Gonzalez was assigned to patrol and worked patrol up until 2019. Detective Gonzalez is currently assigned to the Criminal Investigations Division. Detective Gonzalez currently holds an Advanced Peace Officer Certification through the Texas Commission on Law Enforcement and is currently the Texas City SWAT Team Tactical Supervisor.

Detective Chris Kelemen began his law enforcement career with the Texas City Police Department in May 2015 in the Patrol Division. Detective Kelemen has over 20 years of experience in law enforcement with municipal, county, and state agencies. After a little over 3 years on patrol, Detective Kelemen was selected to join the Criminal Investigation Division in August 2018 and has served in this division since. Detective Chris Kelemen holds a Master Police Officer Certification, Field Training Officer Certification, and Basic Instructor Certification and serves as a firearms instructor.

Detective Anthony Charles began his law enforcement career in February 2012 as a Patrol Officer with the City of Lake Jackson, Texas. In May 2014, Detective Charles accepted employment as a Patrol Officer with the City of Texas City, Texas. Detective Charles holds an Associate of Arts Degree in Criminal Justice and currently has an Advance Peace Officer Certification with the Texas Commission on Law Enforcement.
Detective Charles worked a variety of patrol assignments, including that of Field Training Officer, Hostage Negotiations Team (HNT), Mental Health Training Officer, and Basic Instructor. In 2017 Detective Charles received the Life Saving Award. Detective Charles is currently assigned to the Criminal Investigation Division and investigates Physical and Sexual Abuse of Children/ Adults.
Ralph Cardona

Born and raised in Texas City, Detective Ralph Cardona has been in Law Enforcement for over 15 years. He has served the Texas City Police Department in many capacities and earned numerous certifications. Some of Detective Cardona's certifications include but are not limited to, Advanced SWAT Operator, SWAT Sniper, Firearms Instructor, and Field Training Officer.
Detective Cardona has also held positions in Narcotics and was selected as one of the lead investigators for Texas City in the county-wide 2021 Operation Washout. Operation Washout was formulated to combat gang violence plaguing Galveston County. Detective Cardona’s current role as a Detective focuses on Financial Crimes, along with computer and electronic forensics. Detective Cardona is actively training with the NCFI (National Computer Forensics Institute) and the United State Secret Service to further his knowledge of Digital Forensics.

Detective Shives was born in Galveston, TX but has lived in Texas City his whole life. Detective Shives graduated from Texas City High School in 2012. Detective Shives attended the College of the Mainland after high school and obtained his associate degree in criminal justice in 2014, and in 2015, graduated from the police academy.
Detective Shives started with the City of Texas City in 2013 at the Lowry Fitness Center. Detective Shives transferred to the Texas City Police Department in 2015 and has been an officer for 7 years. Detective Shives is currently assigned to the Criminal Investigations Division. Detective Shives is on the Texas City SWAT team and has his Advanced Peace Officers Certification.

Detective Williamson is a decorated, proud member of the United States Marine Corps and US Army. He has multiple overseas deployments, including Afghanistan and Iraq. Detective Williamson has an Associate Degree in General Studies from the American Military University.
Detective Larry Williamson started with the Texas City Police Department in 2008 and has over 19 years of combined years of service as a Texas Commissioned Police Officer. Detective Williamson has served as a Patrolman, Crime Scene Investigator, and is currently assigned to the Criminal Investigations Division. Detective Williamson holds a Master Peace Officer Certification.
