Lieutenant William Creel holds a Bachelor of Applied Arts and Sciences degree from Midwestern State University. Lieutenant Creel has also served four years in the United States Navy.

Lieutenant Creel started his career with the Texas City Police Department in 1997 as a Patrolman. Lieutenant Creel has served in numerous capacities in this department and currently holds a Master Peace Officer Certification.

Lieutenant Jose Saldivar is a Patrol Lieutenant with the Texas City Police Department, where he has served since 1993. He holds a Master Peace Officers Certification. Lieutenant Saldivar's duties include overseeing daily Patrol activities while on shift and supervising the Department K-9 Division and Crisis Negations team. He is currently assigned as Patrol Lieutenant. His previous assignments have included Patrol Officer, Field Training Officer, Licensed Instructor, Detective, Patrol Sargent, and Internal Affairs Investigator.

Lieutenant David Heckard has served in the United States Navy Reserves, where he held the Petty Officer Third Class rank from 2003-2011.

Lieutenant Heckard began his career with the Texas City Police Department in 2006 and currently holds the rank of Lieutenant.

Lieutenant Heckard has served as a Jailer, a Team Member on the department's Special Weapons and tactics team (S.W.A.T), and a Field Training Officer. Lieutenant Heckard has successfully worked his way through the ranks and served as a Patrol Sergeant before being promoted to Patrol Lieutenant.

Lieutenant Heckard holds a Master Peace Officer Certification through the Texas Commission on Law Enforcement. Lieutenant David Heckard also holds the Leadership Trilogy from FBI Leeda as well as being a graduate of the Texas Sergeants Academy from the Institute for Law Enforcement Administration. Lieutenant Heckard is committed to the Community and building solid relationships with the citizens and the Officers with the goal of suppressing crime to make Texas City a safe place to live, raise a family, and work.

Lieutenant Carlos Alcocer is employed with Texas City Police Department. He has been a police officer since 1994. In that time, he has worked as a patrolman and in a variety of specialized units, including the Galveston County Narcotics Task Force, during which his duties included high-risk warrant services, undercover narcotics operations, and prostitution stings. Lieutenant Alcocer has also gone through an extensive FBI background and deputized as a Special Agent with the FBI’s Safe Street Task Force, where he was responsible for serving high-risk arrest and search warrants, providing security and protection for witnesses in the Federal Protection Program. Lieutenant Alcocer was assigned to the Texas City Police Department Special Crimes Unit.

Since September 2003, Lieutenant Alcocer has been assigned to TCPD's prestigious SWAT team as both a tactical Operator, and Assistant Team Leader, and he is currently the TCPD SWAT Team On-scene Incident Commander. During this tenure on SWAT, his duties included high-risk warrant services, terrorist activity, dangerous barricaded suspect incidents, dignitary protection, hostage rescue, and tactical training and instruction for the Team. In 2007 Lieutenant Alcocer was assigned as a team leader and lead SWAT sniper for the department. Lieutenant Alcocer has attended the FBI Basic Sniper/Observer course as well as a Precision Rifle course with the Combined Agency Response Team, a Multi-jurisdictional SWAT team in Galveston County. Lieutenant Alcocer is currently a member of the NTOA (National Tactical Officer’s Association). He has also received numerous hours of training through the United States Armed Forces, which included training on building searches, field operational tactics, Special operations planning, tactical combat shooting, Active Shooter/Immediate Response, and Tactical Armored Vehicle. Lieutenant Alcocer has also attended and successfully completed Texas Sergeants Academy (Class VII), an Advanced SWAT School, and Advanced Dignitary Protection School Certifications.

Lieutenant Alcocer currently holds a Masters Peace Officers Certification, Instructors Proficiency Certificate, State Registered Code Enforcement Officer II Certification, and a Field Training Officer Certification. Lieutenant Alcocer is a certified Instructor for the Alvin Community College’s Police Academy.
