Water & Sewer Rates
Billing Cycles
The City of Texas City Utility Billing Department has two billing cycles for water, sewer, and garbage services. These cycles are based on your location within the city and cannot be changed.
- Cycle 1=Bay St to East of 25th St N, billed approximately on the 5th of each month.
- Cycle 2=West of 25th St N to Lago Mar area billed approximately 20th of each month.
Each customer is given approximately 30 days to pay their water bill without penalty. On the day after the due date stated on the bill, a 10% penalty on the current bill is added to the customer's bill. Penalties will not be waived for failure to receive your bill. If you experience problems receiving your bill, please contact the United States Post Office.
Rates (Effective August 1, 2017)
Water
The base rate for water, up to 3,000 gallons of water usage:

Pasture and Residential Customers
For the additional incremental water usage in excess of 3,000 gallons, per 1,000 gallons:
- 4,000 to 9,000 gallons: $4
- 10,000 to 24,000 gallons: $6
- 25,000 gallons or more: $8
All Other Customers
For the additional incremental water usage in excess of 3,000 gallons, per 1,000 gallons:
- 4,000 to 24,000 gallons: $6
- 25,000 to 49,000 gallons: $8
- 50,000 gallons or more: $10
Sewer
The sewer rate for all customers is:
- 1,000 gallons or less water usage: $4
- Each additional 1,000 gallons of water usage: $4
- A flat rate of $.60 per sewer unit is assessed each month based on how many sewer units (drains to the sewer) are within the property. The sewer units charge varies by the individual property. Examples: Toilet, sink, shower, etc.
Sample Sewer Bill
Sample bill for 10,000 gallons for a ¾ inch residential meter:
- First 3,000 gallons = $9.43
- Next 6,000 gallons = $24 (6,000 × $4)
- Next 1,000 gallons = $6 (1,000 × $6)
- Sewer = $40 (10,000 × $4) plus 8 sewer units (8 x $.60) = $44.80
- Garbage = $24.00 ($22.00 for residents over 65 years old)
- Biosphere = $0.50
- Sales Tax = $1.98
- Total = $110.71
